![]() News from the financial sectors in Spain and the Canary Islands Tax Matters Election promises Jose Luis Rodríguez Zapatero, the Spanish prime minister, claims that if his party is re-elected in the March elections that every taxpayer in the country will receive a 400 euros tax rebate next year when they make their IRPF declaration, and those that earn the lowest salaries will have no personal tax to pay at all. “This measure will have a direct impact on families and it is progressive because it helps those families earning the least more than others.” The labour minister, Jesús Caldera, described the rebate as helping towards a monthly mortgage payment. He commented, “The amount is very similar to the average monthly mortgage payment which is 480 euros per month.” Despite the prime minister’s tax promise, it has emerged that the rebate will not apply to self employed ‘autonomos’ workers. It has been explained that the reason for this is that the self employed are taxed on profits rather than income. The Self Employed Union of Professionals and Workers (UPTA) claim that denying the self employed the rebate is discrimination and that the self employed need the benefit more than other sectors. There are currently more than three milion self employed workers in Spain. The rebate will not apply to self employed people Opposition parties claim that the government is attempting to “buy votes” with its taxation promises. Ángel Acebes of the Popular Party said, “They’re basically saying we overcharged you, so here is 400 euros back.” He added that a one off payment would not really benefit anyone stating that “the tax system should be transparent”. Two months ago the opposition leader, Mariano Rajoy, claimed that everyone in Spain earning less than 16,000 euros a year will be exempt from income tax if his party is elected, which would cost the state five billion euros. Rajoy added that his government would create 2.2 million new jobs, while Zapatero is promising two million new jobs.
