ICO to help with liquidity
A high ranking Spanish government official has announced that if small banks or cajas suffer from short term cash flow problems they can rely on the Official Credit Institute (ICO) for help.

01.03.2008 - The official said, “It’s the least we can do in countries that have the resources to do this, for each of us to try to resolve liquidity problems in our economies.”

He added, “Cajas are not publicly traded and are not going to go bankrupt, in the worst case scenario there are a thousand ways to avoid it.”

Meanwhile the Spanish government is looking at ways to make mortgage backed securities more attractive to foreign investors by offering more guarantees. Francisco González, chairman of BBVA, said, “Outside opinion of Spain is very negative.  Investors are convinced there are hidden economic problems and, as a result, no one wants to invest.  So the government is looking at how to make Spanish mortgage backed bonds more attractive.”

Mr González went on to say that US financial institutions had given loans to people who could ill afford them.  He commented, “Banks should aim to have long term relations with their clients.  So you don’t sell them rubbish products, you don’t offer loans to clients who cannot afford to repay you, and similarly, you do not lend to overstretched companies.”
