Rupture in Puerto politics

The political animals in Puerto are always split in different camps. If I understand human culture right the politicians are voted in to represent the people and find solutions to the main problems. I think they should do that in a nicer way. If ordinary people can tolerate different opinions without fighting against each other all the time, why do their representatives behave that way?
